Dr. Niwagaba is a specialist physician with Bachelor of Medicine and Bachelor of Surgery from Makerere University. He holds a Masters of Medicine in Internal Medicine from Uganda Martyrs University and a Certificate in Aviation Medicine from South African Civil Aviation Authority.

He is an honorary fellow of the College of Physicians of East Central and Southern Africa (ECSACOP). Most of his clinical practice has been in the area of Diabetes and other Non-Communicable Diseases (NCDs). He was a board member of the Uganda Non- Communicable diseases Alliance. He formerly worked as the Africa Regional Manager for International Diabetes Federation (IDF), overseeing activities of diabetes associations in 33 countries in Sub Saharan Africa.

He also worked as the technical officer, in charge of diabetes and cardiovascular disease at Ministry of Health. He has offered support to other organizations including Entebbe International Airport and Uganda Episcopal Conference on a range of medical services.

He has worked in major hospitals around Kampala including St. Francis Hospital Nsambya, Mulago and Kiruddu National Referral Hospitals. Dr. Niwagaba supports the Uganda Revenue Authority (URA Doctor) workforce on all matters related to individual and public health.

Dr. Niwagaba is currently serving as a board member of the Uganda Revenue Authority Medical board and as a board member of Sostenso a humanitarian organization based in the United States of America.
